Why is it so difficult to find where to change a password? The help page gives instruction which do not exist.?

Not at all difficult.
Change your password
From a desktop or mobile web browser:
Sign in to the Yahoo Account security page. https://login.yahoo.com/account/security?.lang=en-...
Click Change password.
Enter a new password.
Click Continue.

It would help to know if you know your current password of if you forgot it and need to reset it.
If you know your password, click or tap your name located on the upper-right side of any Yahoo page. This will bring you to your Personal Info page. Select "account security" - if you are using mobile, click the three lines on the upper-left side of the page. You will need to sign in and then you can go ahead and change your password.
If you forgot your password, go to the sign in page and select "Forgot password". Follow the prompts to reset your password.

The instructions are found in the Yahoo Help pages (referenced). Make sure you are in desktop mode as some mobiles can not handle the function.
