When you ask again, put the question in "Software" instead of letting it default "Programming & Design" and be sure to say what it is that you did that caused that message box to pop up. Nobody here knows what application you are trying to launch, what version, what type of computer and operating system, etc. that you are using.
That message usually means that you are trying to run a program or use a data file that your login account doesn't have permission to use.
It could also be reported by some programs if you're trying to use a file that's already opened in another process. That could be in another window that you've opened, a "background" (no window) process, or even an application opened by another user if you are on a network or have multiple users logged in on your computer.
