How did the United States federal land grants to the railroad companies in the late 19th century aid the economy?

Is it because they promoted jobs? Or because the companies used the grants to sell the land and build railroads?

    Funding them would create a lot of jobs but the main benefit would be that the US's infrastructure would be greatly improved and this would help numerous aspects of the economy.
