    Yes (if there aren't cameras).

    Only if the light refuses to change. I usually report it to city maintenance

    I used too, all the time. Not anymore , there's cameras everywhere these days.

    first place, cops could be in a private car watching and second, where ever their is a light, we have camera and they do work

    No I don't. You never know if there's a cop hiding just out of sight to where he can see you but you can't see him unless you're really looking. Once I saw that happen to someone. They made a full stop, looked both ways, continued on their way, and then just down the road a cop pulled out and pulled them over.

    No. Parts of my city have cameras installed to catch traffic light offenders. And, you will get fined.
