What's your opinion on installing a 2nd window at the bottom of a skylight shaft?
I just moved in a mid 80's house that has a skylight in the kitchen and bathroom that is not insulated very well.
I'm wondering if it works to just install another window at the bottom of the shaft to help insulate the window.
Do you think it would need to be openable so you can clean it from time to time? Or maybe just removable if I go with a solid pain window? My thoughts are to just use a vinyl window and screw it into the boards that frame the bottom of the shaft. Maybe add some trim to make it look nice.

I think you should buy a completely new, prefabricated double pane skylight. If the space, in your plan, gets to be more than 3/4 inch, it will have no insulating value. You may end up trapping moisture above anything you install. Moisture leads to mold. If the original skylight is the crank open type, you won't be able to operate it. I am definitely in favor of spending the money to do things correctly.
