What do these greek/latin symbols mean in mathematic aggregate planning problem constraints?
What does this mean: ∀ t ∈ T
Is it: All t are element of T?
What is T?

∀ t ∈ T
would mean "for all t belonging to the set T."
Actually, however, it looks to me like the set name is not intended to be T,
but rather the capitalized form of the Greek letter gamma.
In any case, the set would represent the set of possible values for t.
