What is more casual. A shirt with long sleeves and no collar or a shirt with short sleeves and a collar?

    I think we need to consider the climate. A short sleeve shirt in cold weather is a bad look that is overly casual. In the colder times sweaters and other collarless pullovers can be acceptable.
