That's more than 1/4th of all children and the percentage is increasing every year as more and more couples shun marriage and just live together, as well as the fact that single motherhood is no longer looked down upon

Italy is not The Vatican and the The Vatican doesn't control Italy. Italy is an EU nation and as such has to conform to the basic social norms of the rest of that union. More to the point Italy has such a low birthrate that it's probably happy to see babies being born regardless of the marital status of the parents.

No, it happens to lots of people. You don't get prosecuted for it, no one cares.
