My mother s uncle who lives with us keeps talking while we watch tv, like a commentary track we can t turn off...?

...why does he do this all the time. I have to  wear ear plugs all day so I don t lose my mind. The reason why he lives with us is because his own children can t stand.him. He is the only human that I know who does this. You might have come across a similar thing at the movies. I was watching UPGRADE a few days ago and the couple next to me were pissing me off because after every line, the BF would talk to the GF.
