what am I doing wrong when I download the os from playstation to upgrade my ps4 hard drive?

From this site: https://www.playstation.com/en-us/support/system-u... Are you downloading this file: http://dus01.ps4.update.playstation.net/update/ps4... that should then be an 814MB download? If so, make sure you are placing it in the correct place on the USB drive as indicated, which should be formatted as FAT32.

it downloads as an adobe document. yes its the right size and yes I formatted the usb right.
