Found a neglected cat in a blizzard?? Please help!?

A few days ago during a blizzard we found a cat meowing, buried in snow. We ran her inside to warm her up. She could barely move and was near death. She was lethargic, shaking, had fleas, dirty, very underfed, and dehydrated. it turns out she was also in the beginning stage of hypothermia. I have now been taking care of her in my home for the past few days, hand feeding her and giving her water because she has difficulty eating. I also gave her a bath to remove some dirt and fleas. The other day we were talking to our neighbor and he told us that the cat was blind, and has always been an outdoor cat that belonged to our other neighbor. We were so shocked by this because, who leaves a BLIND cat outside 24/7, not giving her food or water, not taking care of her, in the middle of a BLIZZARD?! Whether these people know it or not, they are abusing this poor cat. We were also informed that they have many cats that they let run around anywhere. My original intention was to bring her to the spca i volunteer at (no-kill shelter) in hopes of getting her help because we cannot afford the vet bills. I just want whats best for her but i dont know what to do. I cant give her back to someone that wont take care of her. Should i contact someone else? Should i just go ahead and give her to the spca? Please help!!

    Contact a feline rescue and tell them you have a special needs cat that was abandoned, that she's blind.

    You can keep her yourself too. I would not give the cat back to anyone who lets a blind cat get caught in a blizzard.

    The problem is that neglected cats are a dime a dozen. People love feeding cats but they won't dare set aside money for a spay or neuter. So the cats just keep making babies and the babies make babies.

    Well, if it were me, I'd definitely call the SPCA to check out your neighbor. I would not give the cat back to them unless the SPCA says it's okay. There is always the slight chance that the neighbor who told you about the other animal neglecting neighbor was mistaken.

    Come on if the cat was not blind it would fare well in a blizzard. I'd rather see my dog run free, then be humanized, neutered and Stuck in a house all day. Actually my dog is hungry, anyone have any cat?
