Are you sure it was neglected, or was it thrashed because of the weather? TONS of animals get misplaced during storms of all kinds. They either get out, run loose, or the storm is so powerful they escape other ways.
I mean, I don't see what's so hard about dropping it off at a shelter...?

If you can, please get him in the warm house and feed him. You can call rescue centers / shelters to see if they can take him in if you're unable to care for him.
