Should I talk to this girl i made out with at a party?

Perfectly normal to ask her out. I can't comment as to whether she's interested in you or if it was just the alcohol on her side - but absolutely nothing wrong with asking! There's a good chance she's interested too. Keep it simple - you have her FB, clearly, so just private msg her with something like "I know we were both a little drunk but I had a great time at the party on Saturday. I'd like to see you again - would you like to have dinner/coffee/drinks?" (Pick one, obviously.) If she says no or doesn't reply - then respect that and go back to not talkign about it. But it is perfectly normal to ask - and you have a good chance she'll say yes. Good luck!

Update from your comment - either is fine. You could even send her a msg saying you had a nice time and you're looking forward to seeing her again soon at the Halloween party. Pick whatever feels most natural to you - but if you do wait until the party you have to make sure you actually talk to her fairly early in the night, which can be risky with other friends etc. Also, the longer you wait, the more likely it is a girl is going to think you aren't interested. But HW is pretty soon , so it should be ok as long as you do talk there - otherwise contacting her pre that is totally normal too.
