What happens when someone blocked you?

I think someone has blocked me. One of their answers is rude and insulting and I can't report them.

    Blocking doesn't prevent reporting an answer that's a violation. All it does is prevents you from answering, and from what I gather, leaving comments on their answers.

    i think i know who you are talking about, they blocked me as well. as far as i know, you can report answers but not comment on their answers or answer their questions.
