It's a pitchshifter pedal.Tom Morello uses one all the time. Something like a wah pedal except it changes octaves.
He actually starts using it at about :30 or so.

Must be a Digitech Whammy, friendo, there are some other pitch pitch shifters similar to it (Boss PS-5, Morpheus Bomber, Electro-Harmonix HOG, Mooer Superbender), but the Whammy is the most popular amongst digital pitch shifters...

I can't hear any pedal that's just normal overdrive with sweeps and kill switch techniques.
