Magikarp won't evolve X/Y?
My friends Magikarp won't evolve, it starts to, but then acts like he hit the B button, but the B button works fine, it will say "What? Magikarp is evolving!" then stop evolving.

Sounds like there may be a problem with his button, otherwise the game itself is glitching out. I'd tell him to go a nearby store and ask a professional who'd know more.
