Scorpio taking things SOO slow?

Scorpio/Cancer moon/Libra venus/Virgo mars/Cancer rising. He kept approaching me a few months ago. I showed no interested, he gave up. Weeks ago I came back and let him know I had been in a relationship, but I was interested now. Then we talked every day for hours. We connect so well. He always calls/texts first. He introduced me to his family, his friends, etc. He liked to "meet up" for quick hang outs, but wouldn't ask me on an actual date. We don't kiss. No sex. Etc. He says he wants us to get to know each other first before he makes it official, but it's been almost a month! A few times I got mad over it and we stopped talking, but he never let it go past 2 days without coming to make up, begging me to accept him back because he "can't stop thinking about me". But he still won't budge. We make up and end up in the same position over and over. He's been open about his relationships and he doesn't really talk to many girls, so I'm not worried about that. Plus, his brother already calls me his girlfriend. So Wednesday I expressed to him that maybe we should stop talking until he's ready. But then Thursday night he sent me a short text with some good news about his job. I said I was happy for him, but I thought we weren't talking and he said he hadn't been sure, so again he reluctantly agreed to stop talking for awhile and said goodnight. We haven't talked since and now we both ignore each other in public, but I noticed that he slows down his walking as if he expects me to come to him, but he doesn't look at me and I just walk on by. I hate not talking to him, but he's frustrating! Will he tell me when he's ready or is he just waiting to see if I come back? Why does he insist on taking things so slow?!
