The female PC was not much help, was she? She didn't even get her knees dirty.
You and I both know that a experienced copper, seeing a camera phone, will go into " class room behaviour " and do it, by the book. If it was me, the suspect would have been on her feet, in a minute, with my hand holding her by the hair, and she would have been draped over the hood of the unit, with me pushing her into the paint work. Cuffed and stuffed in the cage.
His "after action report " to the camera , was to me a method of covering his ***, and making the crowd happier. We both know that he has no need to explain his actions to the public, but he did, For whatever reason, he is now "Nation wide ", on YouTube.
If it was me I'd be looking for a new partner, one who is willing to "get involved " .

Most cops get paid to do either nothing 99% of their day or when they actually do something it's something stupid or illegal.
Cops know less about the law than the average middle schooler.
