What does it mean when a guy acts interested, but..?

It's kinda hard to explain. Like they'll always be around me, in the past they'll even admit they have feelings, but they act like I'm a nuisance when we talk. It doesn't matter if we're alone or around people, they still do it. I just met this one guy and he's always hanging around me, he tells me I'm pretty, makes it pretty clear he's interested.. He comes to me, but if I ever ask for his help or just come to him instead of the other way around, he rolls his eyes.. but kinda teasingly? I used to run into this other guy I used to talk to and whenever we did, he'd hover over me and keep coming back, he even asked me out, but the few times I'd come to HIM, he'd huff and puff and act annoyed. My old guy friend used to do the same thing and we weren't even interested in each other! What's up with that? It's so confusing and it turns me off..
