Do I need to upgrade HDMI cable to higher version?

My TIVO and 4 year old TIVO suddenly stopped talking via HDMI. I get a message that says the HDCP is not enabled. Both the TIVO and TV representatives assure me that the respective devices are working. Could it be the cable? It says version 1.3 on the cable. Do I need to upgrade to a 1.3a or 1.3b version?

No, a higher version HDMI cable will not help this problem - HDCP has not changed. It is just barely possible that something has gone wrong with your cable and a replacement (even of the same version) might help. But it's much more likely that the problem is in your TV or in the Tivo box. See if you can borrow a friend's TV or monitor to try to isolate the problem.
