the factory of safety for geotechnical design is normally 1.5.

a large factor of safety is used when the soil condition and workmanship is not clear....

u shouldn't design a structure when all the factor is not clear. guessing is dangereous but if u have all the data collected and u're still not sure, use a large safety factor and a safety factor of 6 is not that unusal due to soil movement and hydrostatic pressure building up behind the retaining wall. the weep holes might be clotted.
