The thing is, we don't kiss much. When he's hornier, he LIKES kissing.

Obviously I've thought of short skirt, etc. The only time he looks down is 
a) when I'm wearing a certain shirt that makes my A cups look like a C (and then he says "That's funny, your boobs look bigger today" then looks back at my face and commences with the conversation. Every time.)
b) when I do something like wear a see through shirt with a leopard print bra (not a smart idea - I have found that there are a lot of creepy people in the world, but a last resort)

otherwise, he looks at my face.

We're on public transportation, and I know he's VERY comfortable with PDA, so that isn't a problem. What are some things I could do in order to make him a bit hornier, in public, on the train?

i think you need to talk to him about this. ask him what his turn on's  are. 
just being blunt with you and no offense but apparently your not doing something that he likes.
so it simple just ask him what he likes. your problem that your having sounds like lack of communication. because only he knows what turns him on and what he likes.
and maybe tell him what you like and what he can do for you
I'm just doing the best i can with the information you told me.
i have had a similar problem with my girlfriend and all i had to do is ask what she liked. and things got better :)

Hang out for a minute in one spot. 
Put your hands on his shoulders and stare into his eyes.
Put your hands anywhere on his arms from shoulder down to his wrist (not his hands!)
Reach into his pockets for any reason.
