Is this a good valentines gift for an 13 year old?

All are great ideas. Just make it like the teddy bear is holding the rose because by itself, fake roses could come across as tacky, like the other answer said. If the bear was holding it though, that would be very sweet. One live single red rose is also a good idea - and it won't break the bank.

They're all fine except the fake roses. Fake flowers would be too tacky. Get fresh flowers such as very fragrant baby narcissus, which have tall stems, yellow daffodils, or red tulips. Any of those would come either as cut flowers or in a 6 inch pot for replanting in a bigger pot or in the yard next fall. Another choice would be a big bouquet of less expensive mixed fresh flowers. Roses are just too expensive.

The other thing is that's too much stuff. Since you probably have the necklace, get the flowers, the necklace, & the card. Otherwise, what could you do as a follow-up next year? Best to save some of your money for the future.
