How to find a job (last resort help)?

Now, i've send a lot of cv's last year, last summer, and even this year, and i'm always sending cv's in person, at various places. I've doubled checked my cv, everything is fine and the phone numbers are the right ones.

I live in a pretty "small" town. You know, the kind of town that is trying to become a successful commercial center for the region, so there's shops everywhere.

How come i never get a call? What do i need to do? Isn't it enough to come, ask to see a supervisor, handshake, talk about the cv, always smile, and then leave in a friendly way?

I have a prom to pay for, clothes to buy, a driver to rent (or maybe a friend), seeing a movie on May,ect... Money WILL be greatly needed.
