task manager disabled when I press ctrl+alt+dlt I got the message"task manager is disabled by admin"?

i am using dell gx270. p4, xp service pack 2. kindly help me

someone has used the policy editor to disable this feature on your windows. or, if YOU are the admin, you have a corrupt installation and you need to repair OS.
before you repair the OS,first do a filesystem repair.
