99 Windstar digital odometer issue.?
The odometer on my 99 Windstar only shows dashes after starting up, and in the few seconds the numbers do show, I noticed they are exactly at the same mileage every time. In addition to this, the taillights stay come on when I shut the van off(despite me never turning them on to begin with), which can only be fixed by starting the van and shutting it off again, sometimes needed a couple times to do it? What can be causing this?

It sounds like 2 different problems. The first is probably a bad gauge cluster. It is all electronic and the dashes are basically an error code. You might look into replacing the cluster.
The taillights are probably actually the brake lights and like the other guy said it's probably a bad brake light switch. Replace the switch under the brake pedal. If the are in fact the taillights and not the brake lights I would suspect a short in the system somewhere. The headlight switch would be the primary suspect since it is responsible for sending any current to the lights.
If both problems started happening at the same time then it could be a weak battery or bad alternator. The older Windstars were known to act like they were possessed when the battery is near death or the alternator goes bad.
There was also a recall for the speed control switch that screws into the bottom of your master cylinder. This caused similar problems to what you are experiencing as well. Go to the Ford dealer and ask them if your vehicle is on the recall list.
