Who delayed the effective dates in the Health Care Law to 2013?
At the end of the debates and long battle over health care act, who introduced the amendment to delay the effective dates on some key provisions of the law till 2013, and are the political adds that those not yet in effect are not working disingenuous?
So far the answers are more political rhetoric than fact. Someone, wrote the provisions to delay the effective dates for parts of the legislation. They where not discussed in any of the hearings, I've reviewed, or watched on C-SPAN They "appeared" in the bill after one of the final "markups". Days before passage.
I agree they where not in the strictest sense proposed amendments. They where more of an addition to the text, that where inserted very late in the process.
I'm not taking sides, I just want the facts.

The provisions span i years from 2010 to 2018. Provisions go into effect every year.
I dont know the answer but you should look up the Senate and House bills under the PPACA.

The delay was built into the ordinal legislation. That's normal for such legislation. Such delays give stakeholders time to adjust and make changes. It's a normal and necessary feature.
However, your other point is valid. Except "disingenuous" is not the right word. Claims by conservatives that the legislation "is not working" when it has not yet taken effect are blatant lies.

The NY Post Article is amazing.
$8 BILLION to be spent to Cover the Fact that Medicare is Changing under Obamacare.
When they Realized that 12 MILLION Seniors were going to Receive Notice that their Medicare Advantage was going to be cancelled, ONLY 3 weeks before the Election......Mr. Obama had to Take Quick ACTION to avoid this Catastrophe.
He diverted $8.3 BILLION of DHHS Funds to go ahead and pay for that Program for another year, so that these People would not be aware that it was in fact being cancelled.
This SHOULD be Front Page....Prime TIME News on EVERY Channel in the Nation....but, nope. This kind of DECEPTION if Perfectly Acceptable to our FREE PRESS.

there were people from both sides of the isle adding amendments after they actually read the bill. All I know is there were some Democrats that voted for it adding amendments after they read it.
I hear Barney Frank now opposes the whole health care bill.
Its funny how much one can learn by reading bills. Imagine if they actually read bills before they voted for them?
