Never an actual answer, always a link...what is Yahoo Answers policy on this...?

Recently I ventured into a category I haven't used before and saw answers that brought spam to mind: numerous answers with similar or identical wording recommending a link.
There is never an actual answer that addresses the askers details. In my case, I received a scripted answer and a disguised link. I was nervous about clicking the link so I went down to the cafe, logged on and that took me to a url/site which was related to my question. One of the ads caught my eye but I didn't go any further. Now I know the actual web site address.
So, is it okay for folk to get BA's or top contributor without giving a single authentic answer, just a link?

you probably mean the generic "find it here" spam. That is automated spam and could/should get reported.
answers consisting of just a link aren't actually answers, they could be reported. They usually are soliciting page views/spam/attempt to send people to websites that try to install malware etc

An answer that is just a link or hyperlink is fine as long as something in the web-page directly answers the question that was asked. In the example that you gave, the it is NOT OK. That is a non-answer with spam that should be reported to customer care using the "Report abuse" button. You may want to report it to the spam thread on the Suggestion Board as well. To get to the Suggestion Board, click the "About" tab, then select "Suggestion Board" Be sure to read the spam post before reporting anything to it. Non-answers are violations of the community guidelines and should be reported for point gaming as well as anything else that violates the community guidelines.

If all that is posted is a link or something like "Find the answer at this link", that is a violation and should be reported. There is a regular bunch of spam here that does that.

If the answer is just a link, or doesn't actually answer the question, or answers it in a sort of generic way, then it's most likely spam. Report it.

Report this as abuse. Spam and spamming accounts get deleted from YA. But people need to report it.
