What effect is used in this amv?

Ive seen this effect in sooo many videos now days and i want to know what it is, and how to do it. Its basically like snow .... i think . Heres an example: http://www.youtube.com/watch?v=f8R0ES7C4hE&feature...

It kinda looks like a gif, but i cant find one thats like it. Any ideas?
