Just wondering if there is any plans from any devleopers to make an app. that will allow iPhone4 owners to change the message alert tone to custom sounds.

I haven't heard that yet but that is an excellent idea. Have you ever thought about speaking with a developer and getting the app developed? Just an idea. I know my friend worked with some really great developers a while back and he said he would highly recommend them.
