Winds in the great storm currently...?

At the moment (Tuesday, 26, October) there is a great storm centered around Minnesota and Wisconsin and adjoining Canada with barometric pressure as low as most category 2 or 3 hurricanes. Why then are the winds only 60-70MPH instead of the 100 - 120 MPH that such hurricanes would have?

    mainly because this overland not water where huricanes draw ,most of their power

    overland is not as flat as the ocean
