What causes a double-horizon?

I was outside yesterday looking out across the water and saw what appeared to be a double horizon. I could se the water, then right above that it looked like a very thick layer of white clouds, and above that i could see the olympic mountains and above that was the sky. The borders between the 4 different layers were very sharp. It happened at about 4:30pm. Could this cloud just be dense fog? Or is it an optical illusion?

    Could just be an illusion. The distance you were away from it may have affected it and the state of the atmosphere yes, like fog or cloud could look like another horizon. Or one of the layers you saw, might be another layer of hills or mountains, that are higher than where you were when you saw it, but lower than the olympic mountains, and so looks like another horizon, but not sure.
