My goldfish is growing stuff on its face?

I have a goldfish for about a month and it keeps growing this white stuff on its face. It looks as though it is peeling but whenever it grows it, it seems like its going through the process of dying. It swims backwards/sideways, and it floats to the top with its belly first, but it is still breathing. He just floats there for a while then when someone walks by he swims around.

Now he has that white stuff on his face but now has red spots everywhere.

What is this stuff and what exactly does it mean?

    look up mouth fungus and other fungal infections. Also look up some eye diseases, fish can get those too you know.

    If new to dipping fish a good place to start would be with a 1.5-2% salt solution; for more experienced users I would suggest you start with a 3% solution immediately. The solution should be made up in a clean bucket or spare (fishless) tank. It is preferable to weigh out the correct amount of salt e.g. for a 2% solution one would use 20g of salt per litre of water.

    It is important to ensure that the salt is fully dissolved before placing the fish in the bucket/tank and that the water temperature matches the tank from which the fish are taken.As you will need to multi-dip throughout the day, place a heater in the tank, if you do not want to have to remake new salt solution each time; personally I make a fresh solution for each dip.The fish MUST NOT be left unattended.5 minutes would be a reasonable average for a dip session

    It sounds like it's suffering from ammonia poisoning and possibly a fungal infection. I am afraid with what you described that it's too late for any sort of medication.

    My advice it to euthanize it. Few drops of Oil of clove in it's tank ( if it's the only fish, if not move it into a bowl) This will make the fish go to sleep, when it sinks to the bottom wrap it in a wet paper towel and put it in the freezer. This method is the most humane.
