1. masses of solid tris and tris HCl( Tris= tris(hydroxymethyl)aminomthane) should be combined and diluted to 100mL to make a 0.100M buffer with ph = 7.40?

you could work backwards from this chart to get appropriate masses for your volumes
I am totally unfamiliar with the ionization of tris
but
I did find a pKa of 8.06 giving a Ka of 8.17E-9
If it were essentially monoprotic the math would be fairly straight forward
but, again, not knowing I cannot say
