What's the point of blocking someone if you can still read their questions and answers?
I don't really care about people sending me private messages, but some people ask the same questions over and over again, and it starts to get annoying. Shouldn't there be something that blocks their questions and answers from you?

You can go to the "about" tab above the big green banner on this site and then go to "suggestions" and make your case for this option.

I agree...
I've gotten to the point where I recognize certain avatars and don't even read their questions...as soon as I see them I just keep scrolling.
