If your computer has access to the internet then yes, you can go to the itunes store and look at the top bar where it says Music Movies Tv Shows, ect click on app store and browse and download free and paid apps to your hearts content, then sync your ipod with the cord. (you will need an Apple account, but its free and easy to create like yahoo) If you have Wi-Fi in your house/apartment/etc your ipod does in fact support Wi-Fi all iPod Touches do support Wi-Fi, your ipod may not work with the type of security or the type of Wi-Fi, contact the person that manages your Wi-Fi network and tell him to please select another type of data encryption. Ask him to fiddle around with it until it works with your ipod. If he won't then consider getting a "Wi-Fi Range Extender" that you can set-up your self they're mostly pretty easy to set-up your self. If you have no wifi but do have internet I would consider getting a "Wi-Fi Router" post another question about that 4 more info

No, you can sync the media via a computer using iTunes and not use the internet or apps or anything on an iPod touch. it'll be fine
if you just plan to use it for media may I suggest you save some money and get the nano instead? the iPod touch is big on gaming and internet and even thought it's fine to have it just for music and videos, it's kinds of a waste

You need Wifi internet connections in order to get apps from appstore..some of them is free..so go get internet at free public wifi such as McD or Starbucks
