how do i upload a picture to a web site form?

so i am part of one of these sites and on the form i would like to post some pictures to show,how do i do this?

You have to use the form type "file".

It depends on how the site was written. If you mean to the raw html, upload the picture and insert an <img> tag in the html file where you want the picture to show. Otherwise, read the instructions on the site.
