What is the deal with car dealerships and the "all prices include 3500 cash/trade" does that mean the car is really 3500 more than theyre listing it as and the advert. price is more or less bait and switch?
also, I live in massachusetts, If I buy a car in another state with a sales tax do I pay both states full % or is there typically a waiver for one state's taxes to pay none/partial

Actually, it means that the car is $3,500 less than the advertised price.
The phrase means that they have marked up the price of the car an extra $3,500 so that they can give you $3,500 for any piece of junk you want to trade. If you don't have a trade, then there is $3,500 in extra "cash" in the car that they can give away.
What often happens with these cars is that the customer sees the $3,500 "discount" or $3,500 value for a $300 car and does the deal. You should be aware that there is still a huge mark-up in the car after they give away the $3,500.
Check with as many sources as possible, such as Edmunds.com, to find out what the market value is for the car you want (TMV on Edmunds). Negotiate to that price. Don't just accept that they are "already giving you $3,500."
The law everywhere that I know of says that you pay tax in the state where you register the car, not where you buy it. If you buy out of state, you should not have to pay any sales tax to that state, as long as you register it in MA.
