This passage of scripture refers to unbelievers who stand before Jesus Christ at the day of the white throne judgment calling Jesus Christ as Lord as they see Him as God and claiming all their works done in the name of their false gods as works done in the name of Jesus. In verse 23 Jesus referred to their works as practice of lawlessness. In same verse Jesus proclaimed that the will of the Father is that they should know Him. This people never knew Jesus and are unsaved and therefore cannot enter the kingdom of heaven. God bless you

In Bible itself you can read about two kinds of followers of Jesus. St. Peter, St. Paul and those who joined them for the cause of Lord and those who acted like following Lord for their own profit
So that they brought out the sick into the streets and put them on beds and couches, that at least the shadow of Peter, when he came, might overshadow some one of them." -Acts 5: 15
"And certain of the Jewish exorcists also, who went about, took in hand to call upon those who had wicked spirits the name of the Lord Jesus, saying, I adjure you by Jesus, whom Paul preaches. And there were certain men, seven sons of Sceva, Jewish high priest, who were doing this. But the wicked spirit answering said to them, Jesus I know, and Paul I am acquainted with; but ye, who are ye? And the man in whom the wicked spirit was leaped upon them, and having mastered both, prevailed against them, so that they fled out of that house naked and wounded." -Acts 19: 14 to 16

Nobody, and I mean nobody, can honestly claim to know to whom these verses refer. It only says "The people who do the will of my Father in heaven", but it does not specify what that will is, or how one can know what it is.
So this is actually a very good question.

It means if you talk the talk but don't walk the walk you're ain't getting into heaven.
It's for those people that lie, cheat and steal during the week and think it's all forgiven if they go to church on Sunday. But it doesn't work that way,,,you gotta give it all or nothing.

I think it is referring to believers for the most part
There are many people who claim to be Christan and are doing some of the works necessary. However, they are doing these works for glory for themselves and not for the Lord.
We are to do these works for the glory of God and not for ourselves

It refers to people who make a profession of Christian faith, who do things like serve in the church, but when they are out of the spotlight they act just like the lost sinners who make no profession of being a Christian. Jesus says that despite their public service, they don't do the Father's will and are instead workers of iniquity or lawlessness.
Matthew 7:20 Therefore by their fruits you will know them. 21 "Not everyone who says to Me, 'Lord, Lord,' shall enter the kingdom of heaven, but he who does the will of My Father in heaven. 22 Many will say to Me in that day, 'Lord, Lord, have we not prophesied in Your name, cast out demons in Your name, and done many wonders in Your name?' 23 And then I will declare to them, 'I never knew you; depart from Me, you who practice lawlessness!'
Luke 6:46 "But why do you call Me 'Lord, Lord,' and not do the things which I say? 47 Whoever comes to Me, and hears My sayings and does them, I will show you whom he is like: 48 He is like a man building a house, who dug deep and laid the foundation on the rock. And when the flood arose, the stream beat vehemently against that house, and could not shake it, for it was founded on the rock. 49 But he who heard and did nothing is like a man who built a house on the earth without a foundation, against which the stream beat vehemently; and immediately it fell. And the ruin of that house was great."
