There are lots of stock photography websites that allow you to purchase the right to post a picture on a website. You could also go out and take pictures or hire a photographer to take pictures. Or surf flickr and ask a photographer permission to post their pictures (they might expect a fee)

For recipes you could search for recipes you would like to post and ask permission to post them on your site. I don't know what kind of recipes you're looking for, but look for them on recipe sites or in cook books and write a nice letter or email to ask for written permission to publish someone else's recipes on your website.
