When do I complete an I-9 form?

I'm about to start work for a company, but the I-9 form they gave me in the mail in a packet says "To be completed and signed by employee at the time employment begins."

This is VERY confusing to me actually... does this mean don't fill it out whatsoever and wait till the first day of orientation to fill it out? Does it mean I can fill it out if I want to? Or does it mean I have to have everything filled out and signed before I actually start my actual work?

Help please!

    It must be filled out within three days of employment.

    They don't want you to fill it out yet because so many people fill it out incorrectly. Your employer needs to be the one to document the identification you provide and they must see it.

    Just wait until your first day of work and fill it out with your other new hire paper work.

    you have to fill it within 3 days of joining the company. for example if you entered the united states on 1st july 2008, and join your company on 3rd july 2008, you have to complete it by 6th july 2008. this form will be kept with the employer.
