Is there a way to solder plastic?
My children have broken some of their toys and I would rather not replace them if I can fix them.

Good GAWD to NOT try to join the plastic with a soldering iron or hot coat-hanger or whatever those first two suggested !!!
THE important thing is what type of plastic(s) the toys are constructed of:
Styrene Plastic - easy to "weld" with styrene cement, available at ANY good hobby-shop. The repair will actually be stronger than the surrounding area
ABS Plastic - there are also cements that will "weld" ABS, though not as strong as styrene.
Acrylic - Check your hardware store
PVC / PVA - Check your hardware store, these cements are strong, but have little torsion strength
Depending on the SIZE of the part / break / damage, you can also reinforce some things with 2-part epoxy and fiberglass or composite-fiber cloth.

You got a soldering Iron? Just use that. If not then heat up a hanger or something on the stove and sodr it that way

It depends are you going to try to melt the plastic? If so then the person above is correct. However if the plastic is softened then you may be able to use a traditional solder to hold your ring. If the ring is metallic you can just heat the ring and using a set of pliers you can melt the plastic of the car onto the ring itself. Good Luck

As Alex says. But it depends on the type of the plastic.
You can not solder "greasy" plastic, but the harder kind would be alright. The durability will be affected though.
