Generally, Toronto is considered the best econ department in Canada.
As for which has "more value," it's really a hard thing to say. Econometrics is really nothing more than the application of quantitative or statistical methodology to the study of economics. Most good economics departments will require that you at least spend a few classes doing quantitative methods, so it may actually be a moot point.
Nonetheless, most applied economics is econometrics work these days.
