Is this a good thesis? I never really understand how to put the three points togther?

Question

I am doing an English Essay on Ethnocentric schools, should/should not be created by the Toronto District School Board. I am on the negative side saying that they shouldn't. 

The Thesis
Because there is high percentage of black students not being able to graduate in Toronto high schools, the TDSB should not exclude them from public high schools, but should use other alternatives toward helping them make the transition onward.

SInce a high percentage of black students have been unable to graduate drom Tornto high schools in the past, the  TDSB should not exclude them from public high schools, but should use other less drastic and controversial alternatives toward helping them make the trasition onward.
