how do you start a second account here on answers?

You have to have a second yahoo email address. One person can not have two accounts under the same email address.

Then join like you did with your current account.

Keep in mind, that having 2 accounts on Answers is allowed, but ONLY if they are used within the Community Guidelines, and not for things such as pointgaming.

Sign out and start again as a new Yahoo customer with a different name.

You need to create a new-email account. To do this, visit: http://www.yahoo.com/ and there should be sign on the left stating "sign up".
