How can I add music that will play when a picture (.jpg) is displayed?

You can't embed music into a JPG file.
Flash animation is one way to embed images and music together in a single file. That would mean a software investment, but it may be what you're looking for.
If you're building a website, you can embed sounds and music into the page using the "embed" tag. If you want to coordinate images on the page with certain sounds, there is probably a javascript solution for that.
It would help if your question gave more details of what you want to create in what sort of context. A website? Email?
