Article 117, Provoking Speech & Gestures, would certainly cover the epithets.

Article 92, Failure to Obey a General Order or Regulation, would cover violations of the equal opportunity and treatment policy regulations.

For commissioned & warrant officers, cadets and midshipmen, we also have Conduct Unbecoming an Officer and a Gentleman -- Article 133.

Racism isn't addressed in that manner in the U.S. Military because you cannot take UCMJ action against an individual for what they might think or believe unless they happen to ACT on those beliefs. Suppose you have an individual who is a racist however he does nothing but run his mouth regarding his racist beliefs, his first line supervisors should document his behavior and the things he said while on duty for his career counseling or his annual evaluation report. If the individual doesn't response to counseling regarding this issue his direct supervisor is required to enter the comment on his evaluation saying "This individual does not support the U.S. Army's Human Relations and Equal Opportunity Program."

Once the evaluation is processed a bar against reenlistment will be authorized to eliminate this person from service. Hopefully a person like this will make some sort of overt act which will permit corrective action under the UCMJ.

Is not covered directly as such but would be covered in several articles-Conduct unbecoming, harassment, actions detrimental to the service would be the starters. Racism itself is not illegal anywhere or by any law whether military or civilian-racist activities are but you can't make a law about what people think.

It can fall under Article 134 or Under Article 92.

They can also throw in Article 117 if there were disparaging remarks uttered.

Being a racist is not illegal, unfortunately. Doing things based on race may indeed be illegal (i.e. hiring practices, housing, etc), and are most likely covered under Art. 134.
