The actual speed of your internet connection is never the same and depends if your Server has enough power to supply all their subscribers during high traffic.
When traffic is high on the web then expect lower speed connection, when traffic is low on the web then expect higher connection speed.
Ever notice how slow it is to process your purchases at the cashier at Christmas time because the server is slow to response. It's because there is an increase of shoopers making purchases simultaneously then and the
connection is slower because the Server does not have enough power to handle all at the same time.
So, even if you know the sppeed of your connection now, it will change in 1 hr 2,3 etc according to the flow of traffic.

Many, many, many ways. To find the speed of a download in firefox, look under the progress bar. To find the speed while not downloading, use Internet Pal or something like that. (I forget the site its at.) Or you can use a Linux livedisk such as ubuntu live from ubuntu.com and open SYSTEM>ADMINISTRATION>SYSTEM MONITOR , and verify it using that.
