is there a program that rips mp3 to less kilobytes?

I have downloading mp3 from limewirePRO. After i download those, i put it straight to my cellphone.. but the kilobytes are extremely big.. i just wanted to rip those music to less kilobytes so that i can put more music on my cellphone.
