Can a U.S. Citizen be denied a Passport?

Not counting child support issues, for what reasons can a U.S. Citizen with no criminal record be denied a passport? Any good examples? Webpages?

even convicted felons on parole may obtain a pass port if they were born here. if you read the application you will note that there are no questions about criminal background. I know of people both on and off parole who obtained them legitimately for they are the only federal id , as a ssn is not an id

Basically, the only way you can get denied without child support or criminal background issues is if you do not have proper identification.
